Default O2 sensor low voltage

My good friend has a 2000 Civic Si w/ i/h/e and has been throwing o2 codes for days, finally he needs to smog to register for new tags and he needs to fix the CEL, I told him to replace the primary sensor and he bought a universal Denso o2 sensor, the connections were soldered but he is getting a low voltage from o2 sensor code. Anyone know what the deal is?

Buy a better sensor???

I did give him the HELMS pages for my 5th gen Prelude on the o2 sensor so he should have the wiring right.

It was a universal sensor of sorts and had bare wires, so he hacked them up and soldered them together on my advice because he had just butt connected them in the first place.
