It is used for nearsighted people like the japaneese to be able to tell where the bumper is when parking, so they won't slam into the car in front of them.

Isnt it used to find your car in a parking lot considering it has the led light at the top of it?

No, it's to help you park. Parking spots in Japan are tiny... as in barely bigger than the car itself.

YA ... you know how when parking it always seems like your actually closer to whats in front of you than you actually are. With this you can pretty much tell exactly where the end of your bumper is and you can get that much closer without worrying about hitting whats in front of you.

i didnt know what these were for either so i just googled it. reading this thread i can under stand what there for and figured out myself how they work. nobody is explaining it too well. its like this to my understanding the bumper pole is the to help you park. to get close to other cars without hitting them using the light on the pole. if you see the light from the pole reflect off of the car your getting close to then your close. the more light reflecting off of the car the closer your getting.

Yup, aid in parking. And IIRC they only work when the transmission is put into reverse. At least that is how it was on the '93 CB.
