Get the proper size tires for the CAR, not for the WHEEL. Then make sure the wheel width is okay.

205/40-17 is the proper size for 17" wheels on a '99 Civic.

Most 205/40-17 tires are approved for wheels 7.0-8.0 inches wide, so you can use them on 17x8 wheels.

What's the offset and wheel width for the stock wheels on your car? You can use that to figure out what offset for 8-inch-wide wheels will position the tires the same as your stockers. As long as you do that, they should fit fine.

stock backspacing is 5.27.......32mm backside is 5.76....48 backside is 6.39......
all you have to do is measure the rest of the wheel from the hub out towards the fender to see how much clearance you have now.....3.24 from the hub towards the fender on the 32mm and 2.61 towards the fender on the 48mm
