If you base it off a turbo compressor map its about right on. Also that came from them since they test and manufactures parts for some of the big turbocharger companies....lol. I would imagine turbo companies don't hire idiots.

Its an estimated #. I know and I'm sure they do that different VE's will produce different results, but its nice to have a rule of thumb #. Also since they test the units on test benches, I think they would have some insight.
10 is an estimated number. 10.86 is a number someone came up with because they didn't understand how it varies with engine efficiency.
You can't test this stuff on a test bench unless your test bench is an engine dyno. lol
