The point he's making is that if the dude can't pass smog, the dude isn't streetable. Just because you can drive from one stoplight to the next without having to use alcohol injection and a parachute doesn't mean you're driving a street car.

there are ways to get around emissions. i think just CA has really strict rules. here in WA, if you live in the country, they don't care about testing your car...

I think it's pretty obvious a 800whp Del Sol is not smogged, nor is about 90% of the cars on the board for the fact of the matter. Just for the sake of answering the original posters question, people say a car that follows by street class rules is considered a streetable car and Jason's Del Sol is the fastest for now.
