There's two main ways to do it:
1) Stock/JDM style:
Positive to 12v on corner light
Negative to Ground on corner light
2) On/Off Style
Positive to 12v on corner light
Negative to 12v Low-Beam on headlight
Method 1 will keep the city lights on as long as your corner lights are on, and will stay on when your headlights are on.
Method 2 will turn the city lights on with your corner lights, and turn them off when your headlight comes on. They will turn back on with high-beams, but nobody will see that, because you're supposed to turn your high-beams off around other people

Method 3: Hook them up to some universal foglight harness. I mounted the switches on the block off plates in the armrest.
Go to Autozone and find the cheapest foglight harness they have. It will be much cheaper than buying individual wires, switches, fuses, etc. if I remember correctly the harness cost $7.99. It's by Pilot Automotive, and it includes the wiring and switch. I forgot if it came with a fuse holder or not, and it did not come with a relay.
Since you have a 2000 Civic, you can buy the Soei city light kits that have a ring mount to place on the base of your 9003 or H4 bulb. That way you won't have to drill an additional hole to install a city light bulb.
Let me know if you have more questions.
