Acura Integra All Integra Except ITR

gsr swapped integra, turns over but wont start.

Default gsr swapped integra, turns over but wont start.

Buddy blew his old gsr up and swapped another one in..
After first he thought he bent valves..but it holds 200psi in all 4 cyls..
All the grounds have been checked, along with swapped out ecus..
Its getting fuel and spark, i heard it on the phone and it sounds as if its wanting to crank over but then it sputters alittle bit..
To me it sounds like a blown fuse possiblely or timing is off..he says he set everything at tdc but i'm willing to bet money the crank is off..what could case this

Car has fuel/spark, ecu is good compression is good leakdown is 2%...any thoughts?

did he check all the fuses? and i mean ALL the fuses.

Yeah make sure timing IS right. Any cel's? Also what kind of setup is re running and what year and obd is the engine?
