Default Serious B16A2 problem - dyno results = bad!!!

Hi,

A freind has a Civic VTi (UK Model) which has a B16A2 motor. The problem is shown below - the car is completley lacking any torque when the cams switch over!!! They definatley switch over as the noise is clearly audible, in fact it's seriously loud and that might be related to the problem? Car is standard apart from an induction kit/cone filter.

I have a video of it on the rollers if anyone wants it.

Any suggestions, i have swapped the ECU for a spare just out of curiosity and no difference. Perhaps it's cam timing or something more serious Looks like it's a bad mechanical problem!
