brake boost?
when you are getting ready to take off from a rolling start, you hit the brakes a bit to put some drag on the car... then you give it some gas to fight the braking.
this loads the motor up, causing it to start to spool the turbo.
then you simply let off the brake and hammer the gas the rest of the way when your ready to take off.
edit: to note, with automatic transmission turbo cars you can do this as well (example, grand national/ regal t type and others love to do this) but you could also do this from a dead stop by foot braking on the launch.
