Wheres the rev limiter located

Im wondering where the rev limiter is located on a 93 civic ex. Is it programed into the ECU or maybe built into the instrument cluster. Any ideas I now it hits at 7800rpm.

stock cluster is off so dont go by that. the rev limiter control by the ecu.
