I had the same problem with my civic. Make sure that there is'nt any air in the cooling system. If that doesnt work unplug the ECU for like 30 seconds then plug it back in. I bled the whole cooling system on my car and it kept surging, then I unplugged the ECU and plugged it back in and I havent had the problem since. Hope this helps.
Check your coolant level and bleed your coolant. Low coolant level will cause your motor to rev and air in the system will cause the idle to jump a little. The bleed port on the b16 is on the thermostat. Do not know about other motors.

Hmm.... What about throttle position sensor. I am not sure if it would cause that but if the voltage isnt right it could. Check to make sure the butterfly valve isnt stuck in the TB. Did it start once you put the TB on?

yea we did change the TB/IM. but we are still having the same problems,
My uncle who is a mechanic came over and said that we have a vacuum leak somewhere.. so i think they are trying to find out where the leak is. he covered the trottle body with his hands but it didn't die

I would definately agree you probably have a vaccum leak. Just look around the intake manifold area and see if you can see a port unplugged. It should be easy to find because there arent that many ports.
good luck
