Default h22 gurus: PLEASE HELP

so, heres the deal..... i recently droped a 94 jdm h22a in a 97(obd1) accord lx(non-vtec). im currently running the stock p13 ecu. my o2 sensor is not currently hooked up. also my cam and ignition timing is way the expletive off. the problem is my vtec is not ingaging at all. it is wired directly to the ecu, we re-wired it..... still doesnt engage, we put my friends p28 on it, and it still doesnt engauge.... we also checked the solenoid.... the screen is clean and when we tested the solenoid directly to the battery(when the car was off) it clicked over..... but it was waaaayyy quieter than say a d series solenoid.... PLEASE someone tell me why my vtec isnt enguaging.

umm yes i would fix that cause mayb ur timing is slightly off, but is ur knock senor hooked up? and u know u got to reiwre some stuff from the ecu right. its not plug an play.

Having VTEC is the least of your worries right now. Make sure the car is running, THEN try to figure out why it's not working.

my car is working, and everything is wired right. just no vtec.

could the off cam timing cause the vtec not to enguage?
