have a friend turn the **** while looking at the "out" hose coming out of the heater core, which can be seen in the engine bay. If its not opening or closing the valve, you wont' get hot air coming out.

depending on the year of civic:
1. the aformentioned valve
check to see if there's a cable connected to it and if it moves when you turn the heat on/off
2. cable going to the valve:
a. either off the solenoid
b. off the slide lever
3. cable actuatator
a. either the solenoid
b. or the slide lever
in other words: the valve can be stuck, cable can be broken, slide or actuator can be broken or disconnected. it would help if you told us what year of car it is...

then it's either the cable is broken or disconnected from the actuator to the valve. The valve is stuck or busted. or the adjust **** is busted... or it could just be a blown fuse... check and see if the valve moves when the **** is turned either way... have a friend help so you can see if it's trying to move (valve just stuck)
