Engine swap first........ hehe

Get a cold air intake if its not AEM then dont bother make one your own.
Get a DC header or similar and new exhasut

Then save for a b18c5 or h22 etc.......

Besides the i/h/e upgrade...if you're going to do a swap in the future anyway, why not get a 75 or 80 shot nitrous. Get good power for $500 and should your engine blow...you at least experienced doubling your hp in a short time. And what an excellent excuse to do your swap in a hurry, lol. You may want to skip the headers for your stock motor so you don't have to buy another one should you consider a B series engine.

put on a big fart can exhaust and a bunch of powered by honda stickers. Each one yields 5 horsepower. Than strap a park bench to the back. You'll be smoking corvettes in no time.

take your bumper off and take off the resonator box...then get some kind of flexible hose and connect it to the air filter container and run the hose down behind the bumper grill...ram air that thing!!! trust me its so loud you won't even need an exhaust

Get short ram and NOS Biggest gain for littlest buck and like they said when you blow the motor its a good excuse to get a new one!! Dont get exhaust at all keep it very stock sounding. You'll scare the crap out of V-8's when your 4 car lengths ahead!!!
