OBD and Emissions.

Will changing a cars OBD type make it to not pass emissions? Does it depend on the state? Anyone in indiana done this?

Im buying a wrecked GSR. its a 01 and its OBD2b. Im planning to change it to OBD1. right now i have a JDM D15B, can i use any of these parts?
