It is the opposite. Smooth walls don't allow rings to seat properly. They need to be rough so the ring can bite into it and seal itself.

Honing is a microfinish. It is known to have the best surface and best dimensional accuracy out of any other metal working operation. It creates the cross hatches by 'entering and exiting' the cylinder while 'spinning' around.
