would closing the gap on spark plugs help with unburnt fuel?
If your trying to pass emissions, that usually means your CAT isn't functioning like its supposed to. As a quick fix to pass, use an adjustable FPR to lean you out a little bit.
Unburnt fuel... no. I would run the manu's spec.
Run injector cleaner through it. You might have one that is not squirting like it should be.
A tune-up could help Cap and rotor.. If you haven't done it in awhile.
O2 sensor, water temp sensor, intake air temp sensor. These might help.
I would start with an O2 sensor it is a one of the main sensor the computer uses to try and figure out the Air/Fuel ratios.
If these fail then a cat maybe next.. What was your O2 reading from the test?
