Default CAR BROKE DOWN!! No throttle response and car wont start.

My set up is lsvtec in a 91 civic si hatch. So Im heading to school and I speed up to about 70 (the speed limit). And my car just went to idle and I had no throttle response. I floored it and nothing. So I pulled off to the side of the road and turned off my car. I tried starting it up but it wouldnt start. It turns over but wont start. I would tell you if it threw a code when it happened but I dont know. I had code 2 for a while which is o2 sensor and I also had code 15 wich is ignition output signal.

And of course the switch that allows me to check my codes stopped working right then. So I dont know if it threw another code. When I turn the key to accesories i here this buzzing/very fast ticking. When I try to start my car it goes away. If I put down my break pedal it gets very quiet. I looked as much as I could on the side of the highway at 6 in the morning. I traced the buzzing sound to some wires near the hood release cable near the fuse box under the dash. But im not sure that is where its comming from, thats just where I can feel the vibration the most from the buzzing. Im going to go tow it back to my place in a little but. So any insite to what it could be would be great so I can start rounding some stuff down. Thanks
jake

ok, so my friend and I located the buzzing sound. Its the main relay. I took it out and unpluged it and the buzzing stopped. So does anyone know where I could pick one of those up?

Honda also sells it, they go for like 50-60 bucks, my friend hooked me up with his discount for 35 bucks.
Here is the part#39400-SH3-003

I can pick a new one up but I have looked around and I heard that the buzzing main relay means its ok. And that something has a bad connection or something.
