You will need to get a wiring diagram for the headlight/parking light switch and find the switched hot wire coming from the switch to the parking lights. To find it, trace the wires to the parking lights at the parking lights themselves. Turn them on, and touch a test light to the hot wires.
Turn them off, and test the same wires. The one that lit up when the lights are switched on, but did not light up when they are off, that is the one you wanna tap into for the power to the fogs.
Hope that was easy to understand.
