Default constant stuttering

i've got an h22 teg with a few issues i cannot seem to pinpoint anymore. Shaky idle, surge from 1k to 100 rpm's form time to time, a few times it'l hit wut seems like fuel cutoff/rev limitor at 3500 rpm's, exhaust popping, whenever i let off gas the car would stutter, lagging every once in a while, seems like it lost power overall. I've tryed to narrow it down by changing the fuel filter, fuel injector screens, cap and rotor, spark plug wires, using ngk r plugs, alternator belt(thot it might have been slipping), cleaned iacv and screwed the fitv back in, new thermostat ect. ect. I pulled the plugs to check them out, the tip is a nice brown and half the bototm porcelain is black while the other half is still white. I have quite a few exhaust leaks but they are al after the 02 sensor so i did'nt think that would affect the car much other than being noisy and annoying. when i cleaned the iacv, i noticed the end plastic part was cracked , so i put gasket maker on it to seal it up. I'm currently using a turbogixxer chipped p28 on her and she ran fine on this until a few weeks ago. I honestli have no idea anymore on whats causing the car to do this and it seems to get worse every day and more constant. would an o2, or iacv go bad without a cel? any advice or help would be appreciated as i need to get this fixed before i damage the motor.

and also i do not have any cel's either.

Does it always hit this revlimiter at 3500 rpms? Check ur timing, check the belt too make sure it's dead on TDC. Maybe try a compression test.

today she would not want to move for a few seconds. I was thinking o2, map, or tps would be mafunction and not throwin a light. I've also already checked the grounds.

the blinking MIL is indicating that a very bad missfire is currently happening. the surging idle souds like u have a HUGE vacuum leak, best way to find that is to use a smoke machine (wich most people dont have) or good old brake cleaner. just spray around the manifold until the rpms shoot way up then you've found it. but in this case u might be able to actually hear the manifold leak. thats where id start. as for the missfire if your positve that the spark is good then it might be a fuel delivery problem or a volumetric efficiency problem. get some vacuum readings, do a running compression test and a leak down test. that should give you some sufficent data on where to look for the problem
