Default PGM-FI relay troubles Quick Help please.

I just got done rebuilding my motor and now when I turn the key to the ON position the fuel pump doesn't turn on, event before starting the car(hasn't started sense rebuild).

-the PGM-FI sensor is located on a 2000 civic behind the passenger glove box.

-It makes a quickly repeating ticking noise and puts no power to the pump.

-the injectors however have power to them.

-both grounds tested coming from the PGM-FI relay are good.

-the PGM-FI is getting power

-I have tried my relay on my Buddy's car and it works along with trying his relay on mine.

-my battery has 12volts and I have also try one other battery as-well

-Im running a resistor box and 750cc injectors with Crome. motor has been dynoed/tuned.

does it even crank over? Check ur ground wire next to the thermostat housing. Most of the time its loose right there. Hopefully that helps.
