Stupid Question - What is that sound?

I am about to display my ignorance here, so please don't slam me.
Over the last couple months, I have RAN across another 2006 Civic SI that makes a very interesting sound when changing gears.
It sounds as if air is releasing someplace.
Is it possible that this SI is turbo'ed and this is connected to the turbo charger?

How loud was the noise? If it was really noticable, it is highly likely that he was boosted and you heard his Blow off valve.

I have an LX sedan. Whenever I have the A/C on I noticed it makes a light compressor-like sound kind of similar to what your describing when I change gears. Who knows, I probably have something not right going on around the accessory belt area. Or maybe thats just how it sounds normally. I already have had the 7500mi service and the techs have not brought anything up about it. Actually I think it sounds kind of neat

It is pretty noticable. It almost sounds like a whistle sound of escaping air and was definitely when he shifted.
Whoever owns this SI has put some money into it. I never followed the person and asked, but I can tell it's been lowered, and has an exhaust system. Also has some really nice 3 piece Gunmetal rims (look like 3 piece). It also has some aftermarket brakes (red in color), but it's always going to fast for me to read the writing on the calipers. The red looks a little dark for Brembo (based on the Brembo's have seen before).
Anyway, I just wondering about the sound. I am not very knowledgable about Turbo Charges other then what my mechanic tells me.

He is boosted then. What you are hearing is his blow off valve, a device used to let of excess boost pressure in the charge pipe when then throttle is closed.
It prevents the boosted air charge from going back torwards the turbo, and attempting to spin the turbine blades backwards, in turn damaging the turbo.
