slow in low rpms ????

slow in low rpms ????
my car feels like its bogging, from 1k to 4k it feels like crap but right before vtec (4400) maybe about 4k it pulls and then pulls better in vtec, obviously
my friend said it might be some main relay, dont remember which one
ok so i have a 98 gsr with a straight pipe, no cat, i know its not that because it wasnt doing this before, any reasons why its doing this?
