Default valve seal installation

just got done installing valve seals on my b18b head. The intake side looks ok and has a small gap between the seal and the valve seat.
The exhaust side has a bigger gap and doesn't feel like it can go down any more. Is this normal?

1/4" dr 11mm socket....it will fit over the rubber seal and hit the metal backing...just pound it on till it thuds You'll know when it's all the way down

I actually just tried that and it doesn't want to go any further. I can see on the inside that it's almost flush against the top of the seal. I looks like the intake side when looking in. Strange...
