Want Custom License Plate
I'm thinking about getting a custom license plate but don't know how much it is. Is it expensive? Also, I have never heard of what to do to get it. Do I go to the DMV? Any help is greatly appreciated.
Yes, you get it from your state's DMV. Most state DMV's have excellent websites that tell you everything you need to know, including information about vanity plates. You can find a link to your state's DMV on this website.

hey, ur in SF! keep your car safe from the theives. there is on on 5th ave/ anza in the richmond, and theres one on 39th/ulloa in the sunset district

I just assume he might be from San Francisco so I drilled down to his state and gave him a closer link. Maybe it's a bad assumption 
I did check the Illinois DMV plate prices (assuming you're from the windy city...) and it's $123 for changing to the vanity custom plate. $94 for the vanity fee and $29 for replacing the plate you currently own. Then a $13 annual fee.
In California, the standard vanity plate costs $41 for the initial cost and an annual renewal of $30 a year.
The other plates like the California coastal one I sampled initially costs $90 and then $70 a year for annual renewal.
California offers the vanity (custom) and a sequential plate (You choose the special background and they provide you a random license plate number).
Of course personalized plates (ones that contain numbers and letters) are cheaper than vanity plates (can contain at least 3 letters) in Illinois

Yeah, but don't you also have some kind of personal property tax that can run as high as several hundred dollars a year? (We don't.)
Many states are offering more and more kinds of plates, including some that charge extra and allocate the additional funds for specific purposes (charities etc).
