89 scrx with 91 ls swap no power???

89 crx with 91 ls swap no power???
car is getting power to the coil, main relay, and power to the ecu but ecu wont flash. tried ecu in another car worked fine. car will turn over not getting spark at spark plugs. volt meter is reading 12 volts at coil
