Default Newb Questions - 95' Del Sol Suspension

I just got a '95 Del Sol and I'm currently planning my suspension purchases. Although honda-tech is a great resource, it's sometimes difficult to get specific questions answered just by search through old threads. Any help with these questions would be awesome:

With the Koni/Ground Control setup, how low can you reasonably drop without endangering blowing out the dampers?

Also, does anyone recommend any good and reasonably priced camber kits? I don't want to sound cheap, but $100-120 for a threaded bar with some rod-ends seems a bit expensive.

With a combination of used brandname items and new parts I hope to upgrade to a susepnsion setup that can safely drop to 3-4" while still allowing to be raised enough to handle occational winter driving and the once a month autocross. My target price would be under $650 for the coilovers and shocks. And ideally <$200 for a camber kit.

The omni power set looks good, but the shocks aren't adjustable (bummer for autoX) and I've heard mixed reviews.

Any useful comments or recommendations would greats, be gentle I'm a newb, and yes I know how to use the search feature.
