well i was pulling out my gf's apartment. about 10 feet.. he pulls me over and says your exhaust is too loud i heard it over 50 ft.(apexi world sport. quietest **** out there) then he tells me to pop my hood open. and then he was looking in my car and says my vtec controller was illegal.
he gave me a ticket for having a mod exhaust. b16. air intake & jdm. and the vtec controller.

*edit* just wondering what do i do? like.... with the state ref situation if i like get it state ref then do i still have to pay for the fine? or can i just sell my car..

Can't alway's just pay the fine, sometime's it requires you to get an actual BAR approval on the ticker, kinda like the BAR sticker you get when you legalize your motor. What does the ticket say?
