Default ignition cable not working

My car was broken into and my old cd player was stolen. Since then he ignition cable to the head unit has not worked on my 97 civic dx The battery cable is still functioning however. I have checked it while the car is running with a meter and it is reading 0. Is there anouther fuse somewhere that may be causing this? Has anyone else had this problem?

There are 2 fuses for the HU the constant power, fuse 47 - 7.5A, [hot at all times] in the under hood fuse box, [white/blue wire in the OEM radio plug] and fuse 28 - 10A, [hot in acc. or on] in the under dash fuse box, [yellow/red wire in OEM radio plug.
There will also be at least one main acc. fuse in the under hood fuse box, is it only the HU that does not work, [does everything else in the car work]? 94
