You do not need to tune your motor before installing an SAFC. You actually use the SAFC to tune your untuned motor (SAFC is a cheap alternative of doing this over Hondata, etc).
It is actually very easy installing one of these, and if you go to Apexi's site, you'll find the wiring diagram. It's just stripping wires from there.

thanks for the info man. I keep getting different suggestions on what I should do. They say I should obviously buy the mods first like: Cams, Headers, my suspension and things like that before I connect the controller. Now can I connect it but not use it or tune it while its connected??? Also, the owner before me said i shouldn't put one on......? hhhmmm...any suggestions?? Im new to the honda world but I have to say its a beauty!!! Light height CRX with good motor power!! Im trying to go all motor for right now and I want to get the best results. I found out that the ECU is a PO6 from a GSR...........Is there a better one that I should be looking at?? let me know bro. thanks again.
Take your afc and trash it get a obd1 p28 have it chipped get it tuned with crome.
do i/h/e and possibly cams depending your goal etc, tuning does wonders even off a stock motor.

I think that people are telling you to get cams and boltons and such so that you'll be able to extract power using the SAFC. Without anything, there really isn't a point of having an SAFC except for the bling factor, mainly because there is no need to adjust the air/fuel maps on a stock car.
You can connect the controller to the car and have it serve no tuning purpose. It will not affect the car. The owner probably told you not to put it on because tampering with it can lead to engine problems/failures. It is recommended that you have a wideband and make sure that you are monitoring all changes done to your engine.
Although I do have an SAFC, I suggest that you only fine tune your fuel maps with it. Basically (like the other person said), many people get the P28 ECU and chip it with their choice of crome, neptune, etc. They then adjust the small discrepancies in the maps using this piggyback system.
Hopefully that answered some of your questions. Good luck
