Default accessory wire has no power

the accessory wire to the stereo doesnt power on. it was shorted to the ground. i tried 2 stereos and checked the fuses. non of the stereos come on and the fuses are fine.

what could be the problem?

its a 91 accord 2 door dx

is there another fuse box besides the one under the hood?
