Default cigarette lighter relay??????

It's seems that whenever I engage the cig lighter when the car is off and the key is NOT in the ignition my stereo comes to life. Why is this. Cig relay perhaps??

Your wiring must be jacked up. Your lighter shouldn't work with the keys off.

my lighter does not work with the keys off
but
if I plug a load into it while the key is off the radio will often come on.
not every time though

maybe it has to do with a residual charge triping the cig relay when the contacts are closed????
hmmmmmmm
