Default p 1509 code can't clear it

i have a ls/vtec in a 96 hatch, i'm using stock harness, a friend that i knew did the swap for me and now i have to pass inspection, so i took my obd 1 ecu out and put a stock ecu in i have fixed all the other codes that the ecu had but i can't fix the p1509 code. (manufac vec.spd. idle control auxiliary circuit). i have a vixtor-x intake, 65mm edelbrock trottle body, holley fuel rail and preassure reg. i changed all of these and put si intake, throttle, fuel rail, regulator. but the car doesn't like to stay on when i put these stock parts. i put all my stuff back exept i put stock injectord but i cant seem to be able to clear the p1509 code. any ideas????

i have cleaned and installed 3 diferent iac's nothing yet. is the cable work a little different or what may be my problem???? the car works ok with the obd 1 ecu but when i put the obd2 the car doesn't want to stay on.

Try pulling the backup fuse (7.5amp) under the hood for 10 seconds at least (like saikou said)...

Though I'm confused...I thought the "P" codes came into play on ODB-II engines....why is it coming out on an ODB-I engine :-? Or do the ODB-I engines have P codes too?

no i have obd1 ecu which is perfect and that how it was wired, but when i put my stock ecu for emissions i get this code.

i was looking at the pins on the ecu and the ek has 3 wires on the plug 12,13,14 that are for the iac. and the gsr and type r only have one can this be part of the problem can i fix this by getting a gsr ecu or the problem has nothing to do with that??
do i have to wire it differently??
