Headlights not level... adjustment not working?

Hey guys, i've got another headlight issue.

I've tried adjusting the teeth that are supposed to move the headlights up and down but its not really making a difference. I'm not sure what the problem is but has anyone had a similar case and possibly an answer/fix? Any help is greatly appreciated! Thanks in advance.

Check to make sure the teeth are not stripped. They appear to be made of soft aluminum and were rounding off when I last adjusted my lights.

you have to turn it a ton, get a power screw driver, then you'll see it.

Yep, it takes some turning before it actually moves.
