Honda took the B16 head design because the B18C1 head was designed for a dual runner manifold.
Regardless to what many people think as far as flow.. Honda designed the B18C1 head for a specific use.

.....cause they had a shitload of them laying around after producing b16's for so many years! 
They needed to reuse as many parts during the assembly process to save costs. <------ just a theory/ guess.....
