Default Shift linkage bolt question

Im trying to remove the shift linkage, but when i trying to loosen the bolt number 30, the number 16 spacer/washer turn along with the bolt and it seem to not coming out. Do i keep turning it or is there a special way to loosen this bolt?

The washer, should move along, or not depending on if it's wedged in there,
but it has nothing to do with the bolt being into the transmission.

It should just be like any other bolt,(12mm even I think) and it should come out.

Maybe it was stripped somehow?
