type r timing belt question...

i have a 96 jdm type r head with a usdm type r bottom end, im unsure of the year of the bottom end but it has to be what 98 or newer i bought a brand new oem timing belt 125 teeth and it does not fit, it looks like its off by 1 tooth, are there different timing belts? or what wrong here?

i am damn sure that i am timing it right...oem type r oil pump w/ a 22t water pump, timing is perfect,
