over fueling???

Default over fueling???

I recently swapped a LS into my 1996 Hatch. im using a 1997 civic DX Harness with a P2E D series ECU. I have a B beries dizzy base with d series insides and cap and rotor. I am wondering why my engine would be flooding itself out right away and not start? my fuel pump is wired prime all the time cause of the previous owner. do I need to wire in a resistor box or what?

i've never heard of and ls engine or any modern honda engine flooding with fuel

I pull the plugs out and they are covered in a black soot and it smells like heavy fueling. I have spark. i have no more thought on what it could be. anyone else?

as soon as i get it running right and convert it to OBD1 i will think about it lol. but anywho. anyone know my problem?
