Putting d15b7 head onto D15B8....
yes, but because you are switching from an 8 valve valvetrain to a 16 valve, you have to switch out the pistons because the stock D15B8 pistons have valve reliefs designed for two valves and not four.

don't know bout most people, but a good choice would be a D16Z6 block. internals are better than the 1.5 for sure. connecting rods are are about as skinny as my pinky on the 1.5 motors. i believe the crank is also stronger. in addition, it's designed to withstand a higher RPM range.

the going price for an ls tranny is about 200 because they suck
b16 and gsrs around 350-450
b18b long blocks are around 200
i got a complete b18b long block (minus dissy and maifolds) for $75 once

so i have an ls and want to boost it... do i need different internals for say 10 psi? and if im "ballin on a budget" what is the best bang for my buck?
