Default Removing Steering Column

Alright guys, im helping a friend out...

He has a 95 cx, without tilt, so he bought a new steering column that has tilt. He is trying to remove the old steering column and is having problems with some type of bracket that goes around the column by the ignition...He said the bolts are not possible to get out because they look like they are rounded off somehow, but its supposed to be that way.

Mind you im just going off of what he said because Im about 4 hours away from him. Would anybody happen to have any bright ideas on removing these bolts?

the bolts to take the steering wheel off?? Those are Torx bolts, sounds like what he is talking about. T-30 to be exact.

Well I guess its not the steering wheel. Any other ideas? Its a bracket that goes around the actual steering column on the ignition.
