Default when is an amp running at max wattage?

when the volume is turned up all the way or does that have nothing to do with the peak power an amp puts out? would say if i turned it up halfway on a 500 watt amp the wattage would be putting out 250? i kno this sounds like a dumb newbie question but i need to kno. does this have any relevancy to the power output at all or are sum adjustable? btw i have a 500/1 JL amp

hardy any amp will put out the max unless lightning strikes and hit your car. the more you turn up the volume, the more RMS watt the amp will send.

When the volume is turned all the way up and the speaker wires are shorted.
