broken, and stuck bolts/screws....

Help a noob: broken, and stuck bolts/screws....
noob, trying to install depo fogs... eh3/eg
Okay, tried to remove my eh3's front bumper, but i couldn't get one of the top screws loose, and i broke the two bolts under the bumper....
The top screw's philips is stripped, and the bottom bolt heads snapped off when trying to take em out.
So how do i take out the top screw?
and also how do i remove the leftover bolt so i can put 2 new bolts to secure my bumper?
