Default vacuum line problem?

i can't seem to get the vacuum lines right on my b16. it hesatates when you first hit the gas then it works fine throughout the rest of the rpm range for that gear. then when you switch to the next gear it boggs down for a second like when you hit the speed limiter then it goes back to running fine. i've found the b16 vacuum diagrams and checked the lines i tried switching the lines around and it gets worse. i had the lines ran one way and it cleared the hesatation up but it smoked like hell so i put eveything back

any ideas?

If you have any "Y" connectors they will plug up on you, check them.
There should be a small hole through them, not the size of the opening.
Just a thought.
