my roomate wants to get a set of tyc projector headlights and hids for his 99 civic, but in this pic it looks like there is a place for 3 different bulbs and im pretty sure he only has 2, i keep telling him its probably not a good idea, does anyone have any expierience and is there actually 3 different bulbs there?

 

As far as a bolt-on HID option, these are probably a decent choice. The need for the extra bulb is due to the fact that the stock headlights use a dual-filament high/low beam.

 

so this would split the regular dual beam into 2 single beams, and if he got a hi/low set of hid's there would be no use for the spot on the otherside of the projector?

 

I confused these lights with the housings that TYC offers for the '92-'95 Civics, which are DOT-approved HID units. The ones you showed here are just halogen housings. If your friend wants to install an HID setup in these, I would suggest retrofitting some OEM HID projectors into them (these can be found at places such as HID Planet. If he buys a high/low H4 HID kit, it simply won't fit in these housings.

 

i did some research on them, hes got no computer where hes at right now so im doing it for him, these projectors split the regular dual filament into the 2 seen, an h1 and an h3 instead of the stock single h4, so he would have to go with an h1 kit and have an h3 high beam

Correct. Not ideal, but better than an H4 kit in the stock housings.
