Can a Shift Lock Solenoid that "shorted out" blow an ECU?

1992 Honda Civic LX

Can a Shift Lock Solenoid that "shorted out" blow an ECU?

Kids were complaining about not being able to put the car in reverse. Had to turn the ignition key on and off several times to get the car to unlock the shifter. On several occations the car would also just refuse to start. This went on for about a month.
Now ................................

- Car will not start.
- Got a steady CEL.
- Tried jumper on diagnostics plug. No flashing CEL.
-Cranks but no spark and no Fuel pump pressure.
-Cam is turning.
-Fuel Pump works when hot wired.
-Replaced distributer.
-Replaced Mail Relay
-All fuses are good.
-Continuity between Main Relay and ECU is good.
-ECU receiving juice.
-No signal from ECU to Main Relay for preliminary 3 sec fuel pump pressurization and no juice to fuel pump on ignition "Start"

- Checked out Shift Lock Solenoid. Applied juice to positive side of Solenoid and hit the ground side with some negative and get showers of sparks. No Solenoid action. Shift Lock Solenoid is toast. The positive just shoots out the negitive post on the Shift Lock Solenoid.

Theory:
Shift Lock Solenoid "Ground" wire is coming from ECU. When the Solenoid fried, positive shot up the "Ground" wire into the ECU and blew it up.
