Car won' start, main relay OK, blown ECU?

Car won' start, main relay OK, blown ECU?
Hi,
I have Civic '96, but with B16A2 from 5th gen and whole OBD1 wiring harness.
Issue is car will not start anymore.
When turning key to II, CEL stays on.
I can feel one click on main relay, but fuel pump is dead and no spark.
I tried also replacement main relay, but same problem.
However, testing voltages is seems that ECU might be blown?
Here are voltages by pins in position I and II:
Pin 1 (battery) - + / +
Pin 2 (ground) - 0 / 0
Pin 3 (ECU A13,15) - 0 / +
Pin 4 (starter switch) - 0 / 0
Pin 5 (ign) - 0 / +
Pin 6
Pin 7 (to fuel pump) - 0 / 0
Pin 8 (ECU A12,14) - 0 / +
What is odd is there is constant positive voltage coming through pin 8, which by reading should be 0 for 1st 2 seconds (pump prime), and when turning on/idling.
Any idea what else I could check, or does it seem ECU is blown?
I did try to re-check ground near thermal sensor for ECU to, reconnected all connectors, but still the same.
Due to this Pin 8 readings, is there anything else that might be the culprit, or is it ECU?
