Default Rings or Valve Seals bad?

My car has been running like crap the past couple of weeks and I noticed today that there was a lot of smoke blowing out of the valve cover breather, which means blow by. So I did a compression test and #4 was down at about 90, the rest were at 180. So how can I tell if its the piston rings or valve seals that are bad?

do a leak down it only takes a few minutes.
if the compression goes up after putting in the oil its the rings .

Do a leakdown test, but judging form your compression test results, I'd say rings...the cyl that is at 90 psi is hurting.
