Default Car smoking.. How can I tell if it's the valve seals or valve guides?

How can I tell if it's the valve seals or valve guides?

Ok, here is my situation..

My car smokes when at a stop only after decelerating down a hill..
It also smoke when I am revving my car at about 6000 RPM.. The smoke is bluish and just seems to float around my rear bumper..

Under hard acceleration, there isn't any noticable smoke..

What is it?

Thanks in advance..

I did a compression test and all cylinders were around 255-260 PSI... The motor runs very strong still, but the smoke bothers me...
