How stiff should P/S pump be 1991 EX???

How stiff should P/S pump be 1991 EX???
Hi,
While replacing my Radiator and fans and belts on my 1991 EX I noticed that my P/S pump was very stiff to turn by hand, almost notchy.
I get a short burst of squeal in the morning(3 seconds) good belts, tensioned correctly....Everything else spins freely except the P/S pump rather stiff...
My question is the pump usually stiff or should I be able to spin it with my fingers???
I did loose a line a while back(10k miles),replaced the line bleed it out with correct fluid,wouldn't be surprised if pump was on way out...
Any thoughts?
