Default Wastegate springs and pressures?

I have a tial 38mm and I belive it has a 7psi or somewhere around there spring in it. My friend was telling me I can only run max 7 psi now, and use a boost controller to run lower psi.

I thought I read you can run higher boost than the spring with a boost controller.

So with my 7psi spring, what psi can i run up to?

its the opposite the spring pressure is the lowest psi you can run then you can get a boost controller to turn it up

so if my spring is a 7 psi spring would it have a hard time holding 14-16psi?
